CDM will conduct on-site subsurface investigations of both the
Option A and B sites. Due to the ground water flow concerns mentioned above for Option B,
CDM will begin the field work on Option A. Concurrently, additional ground water samples
will be taken from the monitoring wells on the existing landfill. Once these results are
available, CDM will meet with County staff to determine if the subsurface investigations
should proceed on to the Option B site. CDM will not initiate preparation of the final Site
Hydrogeologic Report until a decision is made between which of the two site options will be
selected for permitting.

CDM will evaluate both sites for compliance with the landfill location restrictions in item 4.
Once a final decision is made between Option A and B, CDM will assist Cabarrus County
with preparing the necessary local government approvals for the preferred site option. No
work will begin on the Facility Plan, item 6, until a preferred site option is selected.

The tasks that will be completed in support of preparation of the Site Study are outlined
below.

TASK 1 - REGIONAL CHARACTERIZATION STUDY

In accordance with Rule .1618 (c)(1), CDM will prepare a Regional Characterization Report
that covers both the Option A and B sites. The regional study area includes the landfill
facility and a two-mile perimeter measured from the proposed boundary of the landfill facility.
The study will include a report and a regional map identifying the following:

1)

General topography and features as illustrated on the most recent U.S.G.S.
topographic map, 7.5 minute series, horizontal scale of at least one inch equals
2000 feet;

2) Proposed landfill facility location;

3) Public water supply wells, surface water intakes, and service areas;

4) Residential subdivisions;

5) Waste transportation routes; and,

6) Public use airports and runways.

n:~ab armsMmend7.cab

Page 2 of 18
