(a) Of the funds appropriated in this act to the Office of State Planninz. eight hundred sixty-four thousand two hundred seventy dollars (S864..270) for the' !.993-94 fiscal year' and eight hundred sixty-four thousand tv~'o hundred seventy dottars (S864.2703 for the 1994-95 fiscal year ihall only be used as provided bv this section. Each regional council of governrhent or lead ri:gional organization is allocated up to forty-eight thousand fifteen dollars (S4.8.015) for each fiscal year. with the actual amount calculated as provided in subsection (b) of this section. (b) The funds shall be allocated as follows: A share of the maximum forty-eight thousand fifteen dollars S48.0~.5) each fiscal year shall be allocated to each county and smaller city based on the most recent anflual estimate of the Office of State [~udget and Ma~xagement of the population of that county (tess the population of an,,' larger city within that county) or smaller city. divided bv the sum of the total poptilation of the region (less the population of lai'ger cities within that region) arid the total population of the region living irt smaller cities. Those funds si,ali be paid to the regional council of government for the region in which that city · or county is located upon receipt by the Office of State Planning o~ a resolution of t~e governing board of the county dr city requesting release of the funds. If any city or count',' does not so request pa,]ment o'f funds by June 30 of a State fiscal ,,,'ear, that share of 'the allocation for that lis'cai ,,'ear shall revert to the General Fund. (c) A regional council oi: government may use funds appropriated by this section only to assist local governments in ~rant applications, economic development. community' development, support of local ihdustrial development activities, and other activities as deemed appropriate by the member ~overnments. id) Funds appropriated by this section may not be used for payment of dues or assessments by the member governments, and may not supplant funds appropriated by the member governments. (e) As used in this section "Larger City" means an incorporated city with a population of 50,000 or over. "Smaller City" means any other incorporated city.
