October 31, 1994
Page 3

Time is of the essence. Comments from local governments are due
in Raleigh by November 28. 1994. This year's funding cycle has
been greatly modified. Applications are to be complete by
February, 1995 (the due date in past years has been the end of
May). If a concerted effort is made by our local governments to
make some amendments to the way in which CDBG funds are
distributed, this can only lead to a better quality of life for
our residents. Two public hearings have already been held on the
upcoming CDBG funding cycle. Carolyn Carpenter, Centralina's
Chairman, attended one of the hearings and (on behalf of
Centralina) presented our concerns for the need of a regional
CDBG-CR allocation.

As mentioned, written comments are due in Raleigh no later than
November 28, 1994. Copies of the adopted resolution should be
sent to:

CDBG Hearing Officer
Division of Community Assistance
P.O. Box 12600
Raleigh, NC 27605-2600

Please take a moment to read the attached sample resolution.
Feel free to call me if you have any questions concerning this
matter. We will try to accommodate you, to the greatest degree
possible, if you would like to have me or one of the other
Centralina CDBG staff persons attend your governing board meeting
at which it is presented.

Again, thank you for your cooperation.

Sincerely,

Bill Duston
Planning Director

enclosures (2)
