RESOLUTION <br /> <br />REQUESTING THE NORTH CAROLINA DIVISION OF ASSISTANCE TO ALLOCATE <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (UNDER THE COMMUNITY <br />REVITALIZATION CATEGORY) ON A REGIONAL BASIS TO ENSURE THAT <br />COMMUNITIES IN ALL PORTIONS OF NORTH CAROLINA <br /> HAVE EQUITABLE ACCESS <br /> <br />The following resolution was adopted by the Cabarrus County Board of Commissioners on <br /> , after a motion was made, seconded, and duly voted upon. <br /> <br />WHEREAS, <br /> <br />Cabarrus County hereby endorses the concept of applying for and using <br />Community Development Block Grant (CDBG-CR) funds as a means of <br />providing community revitalization assistance to low and moderate-income <br />persons; and <br /> <br />Cabarrus County is a "non-entitlement" community (as defined by the US <br />Department of Housing and Urban Development), and, as such, is able to <br />compete for these funds with other similar North Carolina cities and counties; <br />and <br /> <br />WHEREAS, <br /> <br />Cabarrus County feels that it is in the best interest that communities with <br />substantial community development needs, irrespective of geographical <br />location in the State, have an ability to effectively compete for CDBG-CR <br />funds; and <br /> <br />WHEREAS, <br /> <br />other community assistance grants such as the HOME Investment Partnership <br />and the Energy Incentive Program are allocated within North Carolina on a <br />regional basis. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Division of Community Assistance, <br />beginning in 1995, allocate CDBG-CR grant funds on a regional basis in North Carolina. <br /> <br />This the <br /> <br />day of November, 1994. <br /> <br />ATTEST: <br /> <br />Jeffrey L.
