Witherspoon/County Manager <br /> <br />FROM: Mike Byrd/Transportation Planner <br /> <br />DATE: November 29, 1994 <br /> <br />SUBJECT: Renewal of Transportation Contract with Mayflower Contract Services, <br /> Incorporated (MCS) <br /> <br />Attached is a copy of the proposed contract with MCS for calendar year 1995. The <br />proposed charge per mile for 1995 is $1.105 per mile. The current system is operating at <br />a cost of $.997 per mile. The increase in the per mile charge is based on the following <br />items: <br /> <br />1. The existing rate is based on "curb-to-curb" service, not "door-to-door" service. <br />This issue was not specified in the original contract. The Department of Aging has <br />expressed concern that the "door-to-door" service be continued. This degree of <br />service slows down the system, yet provides excellent service to those in need of <br />it. The increase in time spent per trip results in a more costly service to provide. <br />As a result, this service wilt increase the cost per mile by $.05. <br /> <br />2. One of the major issues that continues in the system is the retention of qualified <br />and concemed drivers. The major issue here, as expected, is driver's salary. The <br />base pay of the drivers will be increased from $4.50 to $5.00, with similar <br />increases also shown in the salary scale of existing drivers. This increase in salary, <br />I firmly believe, will allow the system to increase the level of confidence all riders <br />have in the system. The retention of drivers in our area is a particular problem, <br />with the unemployment rate remaining low. This increase in salary will be <br />provided by an increase in the per mile charge of $.03 per mile. <br /> <br />3. The current rate per mile is based on the system operating 350,000 miles per <br />year. The variable charge per mile is shown on Cost Matrix sheet attached to the <br />contract. Based on the months July through October, the system will operate <br />approximately 282,000 miles this year. This mileage figure results in the remaining <br />increase of approximately $.025 per mile. <br /> <br /> <br />
