SCOPE OF PROJECT <br /> <br />The study shall consist of a specific inquiry into all major aspects of organizational and <br />administrative management of Cabarrus County. The study shall be conducted on site at <br />the County offices. An entrance conference, at which the purpose, schedule, and <br />methodology of the study is explained to management personnel, shall occur. A major <br />requirement of the study is to address current staffing levels against the current workload, <br />and to provide a valid methodology for adjusting staff'requirement based on future <br />workload changes. Recommendations resulting from this study should include <br />implementation plans with time frames and fiscal impact statements. A draft report, which <br />contains the methodology, assumptions, facts, conclusions, and recommendations with <br />implementation schedules and fiscal analyses shall be submitted to the County Manager. <br />The final study report shall be submitted to the Board of Commissioners. Two exit <br />conferences shall be held, one with County Manager and one with the Board o£ <br />Commissioners to discuss recommendations and conclusions. <br /> <br />The final product of the study should also provide a written analysis of each County <br />Department which shall address specifically the following questions and areas of study: <br /> <br />a) <br /> <br />The consultant will review each department's organizational structure, staffing, <br />workt]ow processes and procedures, and administrative support in order to make <br />recommendations on how the department can achieve the desired effectiveness in <br />the most efficient manner. <br /> <br />b) <br /> <br />The consultant will develop a methodology for assessing staff-to-workload <br />requirements, and that will allow for adjustment as work flow changes occur in the <br />future. <br /> <br />c) Is the management structure in each department adequate and efficient? <br /> <br />d) Is there clear segregation of duties in each department? <br /> <br />e) <br /> <br />Are department and programs properly superv'ised and staffed by the appropriate <br />number of personnel? Compare to other counties of like size. <br /> <br />Assess whether the supervisor/subordinate ratio and span of control is proper for <br />the department. <br /> <br />g) Determine i£positions are utilized efficiently. <br /> <br />2 <br /> <br /> <br />
