No <br />additional appropriation of County funding is requested. However, revenues wou-T~' <br />b~e .a--ff~cted a~d authorization for establishment of additionaJ in-ho----'~¥ aid---~ p--osition---'-~ <br />is r~equest.ed. <br /> <br /> The Department has operated the Community Alternatives (CAP) Program <br />since 1987. This program provides an alt~-r-mrnative to nursing home care for older <br />and disabled adults who meet the Iow-income eligibility requirements for Medicaid, <br />qualify medically for nursing home care, want to remain in their homes, and can be <br />cared for at home at less expense than would be required for nursing home care. <br /> <br /> At this point, our program is serving 200 Cabarrus County citizens. The cost <br />of care for each averages some $389 per month less than nursing home care would <br />cost. Annual public cost savings are thus about $933,600. (Payment for nursing <br />home care for these persons would be otherwise mandated). Additionally, program <br />revenues of $721,931 in excess of budgeted direct program costs were projected <br />and budgeted for the current year. (Essentially, operation of this program permits <br />the County to recover federal/state funding for a substantial portion of overhead <br />costs required for the operation of other mandated programs. County costs for the <br />operation of these other mandated programs would thus be much higher if the <br />County did not operate the CAP Program). <br /> <br /> Cabarrus County was allotted 38 more CAP Program client "slots" for FY95 <br />than was anticipated at the time the budget was prepared. <br /> <br /> We currently have a waiting list of 25 Cabarrus County citizens who, with <br />their families, pressingly need this service.
