SUMMARY OF THE BYLAWS <br /> of the <br />Carolinas Transportation Compact <br /> <br />PREAMBLE <br /> <br /> The counties and municipalities of the two-state Charlotte, North Carolina - South <br />Carolina region, as well as the state transportation agencies of both North Carolina and <br />South Carolina, wish to cooperate and establish a regional transportation planning <br />organization, to focus on regional multi-county and bi-state transportation issues which <br />transcend political boundaries and functional responsibilities. Therefore, these bylaws for a <br />two-state transportation planning organization are adopted this 9th day of,[ul¥~ 1991. <br /> <br />DUTIES AND RESPONSIBILITIES <br /> <br />MISSION - The mission of The Compact is to focus on regional, multi-county and bi-state <br />transportation issues which transcend political boundaries and functional responsibilities. <br />The Compact is to complement, strengthen, and cooperate with the two-states' local <br />governments and local urban transportation planning organizations (MPOs) in <br />transportation planning, transportation delivery and transportation management. <br />The Compact shall serve the local governments of the Charlotte, North Carolina - South <br />Carolina, region by establishing pro-actixe efforts to ?i~n for ~}~e implementation and <br />operation of adequate, regional transportation facilities that will enhance the quality of life <br />and economic opportunity within the region. <br /> <br />GOALS - The Compact's goals will include, but not be limited to, (1) working with local, <br />state, and national officials to promote and secure funding for adequate, regional <br />transportation facilities and services; (2) develop coordinated, regional transportation <br />plans, right-of-way preservation policies, and investment strategies and do feasibility <br />studies for highways, mass transportation, and airports in cooperation with the <br />states, counties, cities, and local planning agencies; (3) encourage and assist counties <br />and cities in preparing, securing funds, and implementing coordinated <br />transportation plans; and (4) monitor, report, and predict regional growth characteristics. <br /> <br />MEMBERSHIP <br /> <br />MEMBERS: Each County shall have two (2) representatives appointed by its Board of <br />Commissioners or County Council. The North Carolina Board of Transportation and the <br />South Carolina Highway Commission shall each appoint one representative. <br />Representatives to the Compact shall be appointed to represent all governmental bodies <br />within the County, and shall be elected officials from either the County Board of <br />Commissioners, County Council or any city or town in the County. The members <br />representing the State Transportation Agencies shall represent counties in the region <br />covered by the Compact. <br /> <br /> <br />
