STUDY FOR THE ORGANIZATION <br /> OF A <br />REGIONAL TRANSPORTATION AUTHORITY <br /> <br />BACKGROUND SUMMARY <br /> <br /> The study for the organization of a regional transportation authority for the <br />Charlotte bi-state area is funded by the N.C. Department of Transportation and the S.C. <br />Department of Highways and Public Transportation. The scope of the study was to <br />determine if the Charlotte area both wants and needs a regional transportation authority <br />and then to find the best way to form such an organization. <br /> The two state transportation agencies contracted with the Carolinas <br />Transportation Compact to perform this study. The Compact is a multi-county, bi-state <br />organization which trancends political boundaries and functional responsibilities in dealing <br />with transportation issues which affect the entire region. <br /> Phase 1 of the study began in late 1991. A task force of elected officials from <br />throughout the region was appointed to guide the study and make the necessary decisions <br />concerning the formation ora regional transportation authority. Phase 1 was completed in <br />September, 1992 with the task force determining that a transportation authority was <br />needed to serve the entire region. The task force also decided the basic issues of how the <br />authority should be organized and passed a resolution detailing these decisions. This <br />resolution forms the basis for the legislation needed to form a regional transportation <br />authority. <br /> Phase 2 of the study is currently underway. This phase consists primarily of <br />presenting the draft legislation formulated by the task force to the local governments and <br />state delegations throughout the region. Feedback and ideas from the local officials will <br />be used to finalize the legislation. The goal of Phase 2 is to have this final legislation <br />presented to the General Assemblies of both states in the Spring, 1993. <br /> <br />A TTA CHMENTS <br /> <br /> The attached information briefly describes the Carolinas Transportation Compact <br />and its mission, and goes into more detail about the Regional Transportation Authority <br />Study.
