Box 707 Concord, N.C. 28025 Dear John: Over the course of the last year on behalf of the N.C. and S.C. transportation agencies, the Carolinas Transportation Compact has been conducting a feasibility study for the formation of a Regional Transportation Authority for this area. In Phase 1, it was determined by the task force of local officials from throughout the region that an RTA was wanted and needed. The task force passed a resolution, which is the blueprint for the legislation necessary to form an authority. We are currently in Phase 2 of the study. In this phase we will be presenting the draft legislation, which was based on the resolution of the task force, to all of the local governments in the area. Our goal is to take the feedback from these meetings and prepare final legislation for introduction into the General Assembly in the Spring, 1993. Enclosed is a packet of material which gives some background about the Compact, the background of the study, the task force resolution, and the information about the draft legislation. We would appreciate the opportunity to appear before your commission, in either a work session or a regular meeting, to present this material to them. If we could get on their agenda as soon as possible, it would be a great help in meeting our goal of final legislation being completed by this spring.
