* 2 members of the N.C. Board of Transportation are appointed by the N.C. Secretary of <br /> Transportation and 1 member of the S.C. Highway Commission is appointed by the <br /> Chairman of the S.C. Highway Commission and serve as ex-officio, non-voting <br /> members <br /> <br />* If a City is located in more than one County, for membership appointment purposes, that <br /> City may be counted as the largest or next largest City in only one County. The location <br /> of that City is considered to be in the County where the majority of the population <br /> resides. <br /> <br />* Terms of service are 4 years and shall be staggered; appointing bodies have the right to <br /> recall membersh/p; ex-officio members serve at the pleasure of the Secretary of <br /> Transportation and the Chairman of the H/ghway Commission <br /> <br />VOTING: <br /> <br />One member -- one vote <br />Majority constitutes a quorum; A majority is considered to be one-half of the <br />membership plus one. <br /> <br />POWERS AND DUTIES: <br /> <br />* Contract, operate or provide for the operation of transportation services <br /> <br />* Develop data, plans, information, surveys, and studies of transportation facilities within <br /> the service area; prepare and make recommendations <br />* Plan in concert with the local planning agencies for the operation of transportation <br /> services <br />* Develop and carry out demonstration projects <br /> <br />* Provide services for residents of the area to destinations outside of the service area, but <br /> but not extending more than 10 miles outside of authority jurisdiction. Carpools and <br /> vanpools are not subject to the mileage limitation <br /> <br />* Issue bonds, borrow funds and collect taxes <br />* Establish routes, rates, fees and fares for services or facilities <br />* Responsibilities for existing operations may only be assumed by request of that operator <br /> and agreement of the Board. <br /> <br /> <br />
