MAJOR POINTS OF PROPOSED NORTH CAROLINA LEGISLATION <br /> <br /> ARTICLE 26 <br /> Regional Public Transportation Authority <br /> <br />A. Territorial Jurisdiction <br /> <br /> The area must consist of: <br /> <br /> * At least two contiguous counties in North Carolina <br /> <br /> * At least one of those counties must have a population of over 500,000 and is <br /> contiguous to another state. <br /> <br /> * Other counties creating or joining must be adjacent to one of the two <br /> contiguous counties described above. <br /> <br /> * If not adjacent, a county must be no more than 25 miles at the closest point <br /> from one of the two contiguous counties described above. <br /> <br />B. Territorial Jurisdiction to Operate in Another State <br /> <br /> The Authority may operate in another state as a joint transportation agency <br /> under the following conditions: <br /> <br /> * A unit of local government requests to join <br /> <br /> * The unit of local government is adjacent to a county in North Carolina which <br /> is a member of the authority or no more than 25 miles from a member <br /> cOUnty <br /> <br /> * The unit of local government shall be accorded full rights of membership <br /> <br /> * The unit of local government shall provide funds quarterly equal to the <br /> amount of tax that would be collected in its area <br /> <br />C. Creation of Authority <br /> <br /> * The Authority shall be created by resolution of the County Boards of <br /> Commissioners. <br /> <br /> <br />
