If a county from another state is a member, then one member of the <br />transportation board from that state may serve as an ex-officio, non-voting <br />member <br /> <br />Any city located in more than one county shall be considered part of the <br />county where its greatest portion of population resides. It shall be counted <br />as the largest or second largest city in only that county. <br /> <br />Board members shall serve for four years. The members appointed by the <br />Secretary of Transportation shall serve at the pleasure of the Secretary. <br /> <br />* Board members must reside within the territorial jurisdiction of the Authority <br /> <br />E. Voting Procedures <br /> <br />* One member - one vote <br />* A majority of the Board members constitutes a quorum. <br /> <br />F. Special Tax Board <br /> <br />The Special Tax Board of the authority shall be composed of two county <br />commissioners from the member counties, and shall be appointed annually <br />by the member county boards of commissioners. <br /> <br />* The Special Tax Board approves the taxes used to fund the authority. <br /> <br />G. General Powers of the Author:dy <br /> <br />* To sue and be sued <br />* Employ necessary staff and set compensation <br />* Retain and employ counsel <br />* Make or enter into contracts, agreements, deeds and leases <br />* Develop and make data, plans, surveys, and studies and to make <br /> recommendations <br />* Develop and carry out demonstration projects <br />* Issue bonds <br />* Do all things necessary to carry out the purpose of the authority <br />* Employ and executive director, who may serve as the secretary/treasurer <br /> to the Board of Trustees and who employs the necessary staff <br />* To operate public transportation systems extending into another state as <br /> agreed to by the Board of Trustees and the unit of government in the other <br /> state <br /> <br /> <br />
