STAFF ANALYSIS - PETITION 92-11 <br /> <br />The petitioner is requesting a change in zoning to allow him to <br />construct a race shop. The zoning would change from a high density <br />residential, R-7.2, to the Agricultural Rural Residential Special <br />Use, ARR-SU. Since this is a special use request, the <br />appropriateness of this single use may be analyzed. The analysis <br />will also consider how site planning and conditions may affect the <br />appropriateness. <br /> <br />The Eastern Area Plan indicates that this area is best suited for <br />medium to high density residential. This recommendation was based <br />on accessibility, proximity to water and sewer service, and the <br />existence of a large mobile home park off Fairbluff Road. As with <br />all the plans, however, the Eastern Area Plan encourages rural <br />businesses with proper siting, buffering and screening. <br /> <br />Existing development in the area is a mix of high density <br />residential, rural residential and scattered businesses on U.S. 601 <br />South. The high density residential, which is the most prominent <br />nearby land use, is the previously mentioned Southern Hills Mobile <br />Home Park which is run by the petitioner. These factors indicate <br />that a race shop is not completely compatible with the long range <br />development of the area, but can be with the current development. <br /> <br />Based on the analysis that the race shop is not completely <br />compatible, it is necessary to look at the concept plan to <br />determine if it can be made so. The plan shows a 6 foot wooden <br />fence on the north side to screen the use in combination with <br />existing and planned vegetative screening on the east and south <br />sides. The property itself is higher than the surrounding land <br />making these plans for visual screening more than adequate. <br /> <br />Other concerns about this use on Fairbluff Road are possible noise <br />and traffic problems. The material submitted with the concept plan <br />states that engines for the race cars will be assembled and tested <br />elsewhere and will be installed at the proposed race shop. This <br />should lessen or eliminate concerns about noise from engine <br />testing. Because this is a business type with little or no regular <br />commercial traffic, only those trips by employees will be generated <br />and should cause no appreciable increase in traffic on Fairbluff <br />Road. <br /> <br />The staff feels that while this use does not strictly meet the <br />intent of the Eastern Area Plan, the petitioner has shown through <br />use of the special use district zoning how a race shop can be built <br />on the site with no detrimental effect to surrounding property.
