020 <br /> <br />CABARRUS COUNTY TASK FORCE ON HOMELESSNESS <br /> Sub-Committee on Management and Funding <br /> <br />The Sub-Committee on Management and Funding recommends the following <br />principle to the Task Force: <br /> <br />A strengthened program for providing shelter and other appropriate <br />services to persons experiencing problems with homelessness is <br />required to meet community needs. The support of such a program <br />requires a joint public and private effort. <br /> <br />Cooperative Christian Ministry should continue to carry management <br />responsibility for the community's shelter program for the homeless. <br /> <br />To implement the shelter model recommended by the Shelter <br />Sub-Committee (year-round operation, accommodation of women and <br />children, daytime programming to connect clients with community <br />resources, etc.), the existing CCM management staff and church <br />volunteer night staff would need to be expanded. CCM should take <br />responsibility for these staffing needs. The addition of a ease <br />manager for the daytime staffing of the program will be essential. <br />The County should provide funding for such a position through an <br />appropriation to CCM. Implementation of the ease manager' position as <br />an interim step to address needs of homeless persons is recommended. <br />Case m~nagement services to persons at risk can reduce the level of <br />need for shelter service. <br /> <br />To, implement the shelter model recommended by the Shelter <br />Sub-Committee, ,improved facilities are required. It is recommended <br />the County assist with the identification of an appropriate site and <br />that it provide funding for the acquisition or construction of a <br />facility. It is also recommended the County assist with the cost of <br />operation of the facility. It is recommended' that CCM provide for the <br />expanded meal and other subsistence services required. <br /> <br />Efforts io identify and secure additional financial resources from <br />grants and broadened community participation as well as material <br />resources from m~lltary surplus or other sourers should be undertaken <br />by a group constituted from representatives of the CCM Board and the <br />County. <br /> <br /> <br />
