020

CABARRUS COUNTY TASK FORCE ON HOMELESSNESS
Sub-Committee on Management and Funding

The Sub-Committee on Management and Funding recommends the following
principle to the Task Force:

A strengthened program for providing shelter and other appropriate
services to persons experiencing problems with homelessness is
required to meet community needs. The support of such a program
requires a joint public and private effort.

Cooperative Christian Ministry should continue to carry management
responsibility for the community's shelter program for the homeless.

To implement the shelter model recommended by the Shelter
Sub-Committee (year-round operation, accommodation of women and
children, daytime programming to connect clients with community
resources, etc.), the existing CCM management staff and church
volunteer night staff would need to be expanded. CCM should take
responsibility for these staffing needs. The addition of a ease
manager for the daytime staffing of the program will be essential.
The County should provide funding for such a position through an
appropriation to CCM. Implementation of the ease manager' position as
an interim step to address needs of homeless persons is recommended.
Case m~nagement services to persons at risk can reduce the level of
need for shelter service.

To, implement the shelter model recommended by the Shelter
Sub-Committee, ,improved facilities are required. It is recommended
the County assist with the identification of an appropriate site and
that it provide funding for the acquisition or construction of a
facility. It is also recommended the County assist with the cost of
operation of the facility. It is recommended' that CCM provide for the
expanded meal and other subsistence services required.

Efforts io identify and secure additional financial resources from
grants and broadened community participation as well as material
resources from m~lltary surplus or other sourers should be undertaken
by a group constituted from representatives of the CCM Board and the
County.
