Cabarrus County [[¥ealth Department

72.5 C,~barrus..Iven~e W. * ~:0. 11o:~' 1149

William F. tfflkindton, ]L'.I;h DJ,', ctor

February 8, 1993

Carolyn B. Carpenter, Chairman
Cabarrus County Board of Commissioners
P. O. Box 707
Concord, North Carolina 28026-0707

Dear Mrs. Carpenter:

The Board of Health recommends that Dr. Herb Smith
(optometrist) and Mr. Alex Rankin (professional engineer) be
reappointed to the Board of Health. Mr. Steve Morris
(public citizen) is submitted to replace Mrs. Jane Kiser
whose six year term has expired (application attached).

The county's veterinarians have voted to recommend Dr. Mark
Stehr to replace Dr. Robert Parrish as the veterinarian
member of the Board of Health (application attached).
Dr. Parrish has declined to serve another term on the Board.

The Board of Health urges the Board of Commissioners to
reappoint Mr. Rankin and Dr. Smith. Mr. Rankin serves as
chairman of the Board's Solid Waste Committee and is the
most knowledgeable person in the county in dealing with
solid waste issues. Dr. Smith serves as chairman of the
21st Century Task Force and has devoted hundreds of hours of
service to the work of that group. Replacing their
knowledge, talent, and experience would be an almost
insurmountable task for the Board of Health.

Thank you for your consideration of these recommendations.

With best regards,

Vernon A. Russell, Chairman
Cabarrus County Board of Health

VR:ft

Attachments 2
cc,/ohn Witherspoon, County Manager
