Page 2 <br />February 4, 1993 <br /> <br />operates the emergency homeless shelter facility for <br />which funds are being applied for a minimum of six <br />months out of the year; <br /> <br />operates a safe and sanitary facility which has an <br />occupancy rate of at least 4 homeless persons per night, <br />if overnight accommodations are provided, or provides <br />one or more essential services, as defined by HUD, to an <br />average of 50 homeless persons per day, if only daytime <br />activities are provided; <br /> <br />has an established accounting system that provides for <br />maintenance of ESGP funds in accordance with OMB <br />Circular A-Il0 and A-122; <br /> <br />5. has a voluntary board consisting of a minimum of five <br /> members; <br /> <br />has the ability to expend ESGP funds within 180 days; <br /> <br />7. has resources to match the funding provided by the ESGP <br /> program; <br /> <br />involves, to the maximum extent practicable, homeless <br />persons in maintaining and operating facilities assisted <br />under the ESG Program and in providing services for <br />occupants of these facilities; and <br /> <br />in the case of a private nonprofit, has the endorsement <br />of the unit of local government in which the emergency <br />shelter is located. <br /> <br />ELIGIBLE ACTIVITIES <br /> <br />Eligible activities include the payment of costs of <br />operating an emergency shelter for the homeless, providing <br />essential services and providing homeless prevention <br />services. <br /> <br />We have included a Pre-Application Form which must be <br />returned to our office by February 19, 1993 to be considered <br />for this year's funding. <br /> <br />Please contact our office if you have questions. <br /> <br />EAH/DS/de <br /> <br />Enclosure <br /> <br /> <br />
