Modify proposed legislation affecting the Recreation and <br /> Natural Heritage Trust Fund <br /> <br />RESOLUTION REQUESTING MODIFICATION OF PROPOSED <br />LEGISt 4.TION ..LFFECTING THE RECREATION AND <br />NATUR.LL HERITAGE TRUST FU~D <br /> <br /> V~TIERE.-LS, the 1991 sess:ou of the General Assembly enacted a bill that increased the excise t~x on <br />laud transfers by one dollar per thousand; and <br /> <br /> ~,TIERE.LS, eightT-five percent of the revenues from tl~.s increase on excise lax went into the general <br />fund of the Stale; and <br /> <br /> %~TIEREA. S, the Leg~slath,e Study Commission on Parks and Recreation has drafted legislation that <br />would dedTcate the eighB'-five percent of the revenue thal is currently going to the General Fund to a proposed <br />Park Fund of N'orth Carollna to be used for land acqulsiHon; and <br /> <br /> ~TtERE.-~, local governments in North Carolina need almost one billion dollars to meet natlon~ <br />sla~dards in proxSding land and faciHtles for leisure opportunities for citizens and xSsitors; and <br /> <br /> ~hTIERE.4S, fiandlng from the Federal Land and Water Cons:ri'alton Fund, which was a major source <br />of snpporl for Sial: and Land Parks Systems for the last Iwenb'-seven )'ears, has decreased considerably sines <br />1979; and <br /> <br /> V~TIERE.~.q, the North Carolina Recreation Parks Society has requested support for m odificaI[on of the <br />proposal developed by Ih: Leg~slatlve Study Commission on Farks and Recreation to dixSde the one[re 1991 tax <br />increase of one dollar per thousand such that fifteen percent of the funding would be used for acqukitlon ofland <br />whh slgn~fic, ant natural herkage value, forty-five percent of the funding would be used for local park acqu~h~on <br />~nd development of park lands, and forty percent of the funding would go to state parks; and <br /> <br /> YC'r'IERE.LS, the Cabarrus Count)' Parks and Recreation Department ]',as endorsed this formula and has <br />requested the Cabarrus Count), Board of Commissloners to also support this proposal. <br /> <br /> NOW, THEREFORE, THE CABARRUS COD~,'TY BOARD OF COMMISSIONERS DOES HEREBY <br />RESOLVE: <br /> <br /> 1. The members of the General Assembly representing the people of Cabarrus County are called on <br />to support the modification of the proposal which has been drafted by the Leglslat[ve Study Commission on <br />Parks and Recreation Io pro,Sd: for a more equitable distribution or,he funds from the 1991 tax increase ~5th <br />the fundlng being dMded ~s indlcaled above. <br /> <br /> 2.
