SECTION C. NORTH CAROLINA ASSOCIATION OF COUNTY COMMISSIONERS <br /> PROPOSED LEGISLATIVE GOALS <br /> <br /> Planning, Economic Development and Land Use <br />(As approved at the Legislative Goals Conference, December 10-11, 1992) <br /> <br />1. Economic Development <br /> <br />Support legislation to help counties promote and accommodate economic development, including: <br /> <br />State assistance to fund construction of water and sewer facilities, to provide financial <br />assistance to county-owned water and sewer lines that must be relocated because of state <br />highway improvement projects, to fund building projects and industrial park infrastructure; <br /> <br />State appropriations to support local economic development initiatives and programs, <br />including: <br /> <br />Demonstration and pilot projects in economically distressed counties; <br />Certified Development Companies throughout the state; and <br />Lead Regional Organizations' programs to provide technical assistance in the area <br />of economic and community development activities, provided such funding is at <br />the option of the local government. <br /> <br />Expanded authority to acquire land and construct shell buildings for economic <br />development, to issue bonds to finance such projects through lease purchase or installment <br />finance mechanisms or to fund the public share of a development project and secure the <br />loan With property taxes levied on the new development generated by the public <br />investment (economic development bond financing). <br /> <br />Authority for counties to provide property tax incentive financing of significant new or <br />expanded industrial investment by assessing such investments for taxation at a percentage <br />of appraised value beginning with 50% of value and increasing 10% each year until such <br />assessment reaches 100% of appraised value. <br /> <br />2. Plannln~ <br /> <br />Support legislation to help counties accommodate growth through orderly local planning, through: <br /> <br />o <br /> <br />Provisions that authorize county government to use the measure of value in condemnation <br />authorized in G.S. 136-112; i.e., to take into consideration the enhanced value of a <br />remaining parcel of land resulting from the public improvement which occasioned the <br />condemnation. <br /> <br />o <br /> <br />Increased appropriations to provide grants to counties in updating and improving Land <br />Records Management Programs; and to insure the existence of at least a basle Land <br />Records Management Program in every county; <br /> <br />Provisions permitting public agencies to recover some costs associated with building and <br />maintaining Geographic Information Systems and other public computer systems through <br />the sales of electronic services and products as well as through imposition of reasonable <br />fees for use of and access to such systems; <br /> -OVER- <br /> <br /> ¢-1 <br /> /3 <br /> <br /> <br />
