NORTH CAROLINA ASSOCIATION OF COUNTY COMMISSIONERS (Cont.) <br /> <br />PROPOSED LEGISLATIVE GOALS <br /> <br /> Human Resources <br />(As approved at the Legislative Goals Conference, December 10-11, 1992) <br /> <br />1. Mental Health <br /> <br />Support additional funding for services to the developmentally disabled, to the severely mentally <br />ill, to children with mental disabilities, and to those in need of alcohol and drug abuse treatment <br />in accordance with the state's long-range disability plans. <br /> <br />Support targeting a percentage of any new allocations to those areas which are below the <br />statewide median in per capita funding to overcome disparities in funding between area mental <br />health programs. <br /> <br />Support legislation which would codify a uniform approach to state funding of community-based <br />mental health, developmental disabilities and substance abuse services by the area programs under <br />the Pioneer Funding System. <br /> <br />2. Social Services <br /> <br />Support legislation and state funding that enhances the automation capabilities of the state and <br />counties if such enhancements: <br /> (1) are consistent with plans and programs adopted by the Human Services <br /> Automation Po]icy and Planning Council, and <br /> (2) carry out the following defined objectives of the Council: <br /> o to better serve client needs at reduced cost, <br /> o to standardize service delivery and ensure quality improvements, <br /> o to increase worker productivity, and <br /> o to promote integralion and communication between human service <br /> agencies. <br />Any federal funds earned by the state as a result of increased efficiency and a reduced error rate <br />in service delivery should be dedicated to these efforts to enhance automation capabilities. <br /> <br />Support funding to expand the number of pilot sites for the proposed Basic Social Services Plan, <br />which defines the state and county roles in the funding and administration of core social services. <br /> <br />Support establishment of scholarship programs which provide undergraduate and graduate level <br />training in return for a specified period of public service to encourage public service in the field <br />of social work. <br /> <br />3. Medicaid <br /> <br />Support increases in the income eligibility levels for Medicaid for those services provided to the <br />disabled, the mentally disabled and the elderly to maximize federal financial participation. <br /> <br />Support legislation to assure that, if provider pools are used to pay for Medicaid services, the <br />pool should pay both the state and county share of the increased costs. <br /> <br />-OVER- <br /> <br /> C-5 <br /> <br /> <br />
