PROPOSED LEGISLATION OF CONCERN (Cont.) <br /> <br />e <br /> <br />S93/H102 SCHOOLS USE ENERGY GUIDELINES <br />Manager Recommendation: Support <br /> <br />S93/H102 <br /> <br />"To require the local Boards of Education to use the energy guidelines for school design and con- <br />struction and to require energy-use goals and standards in order to assure the construction of ener- <br />gy efficient new schools and school renovations." Sen. Clark Plexico (Henderson) and Rep. Fred Bow- <br />man (Alamance). These bills, referred to the Senate Education Committee and the House Environment <br />Committee, would require local boards of education to use Energy Guidelines for School Design and Con- <br />stmction dexteloped by the Department of Public Instroction and, in consultation with the Department, to <br />adopt energy-use goals and standards. <br /> <br />H60/S65 SEWER & WATER BONDS <br />Manager Recommendation: Support <br /> <br />H60/S65 <br /> <br />"To authorize the issuar~ce of one hundred twenty million dollars in general obligation bonds of the <br />state, subject 1o a *:otc of tl:e quaI~ed vote~ of the state, to provide funds through grants, revolv- <br />ing loans, and loans to local governmen~ units for water supply syslems, wastewa~er collection sys- <br />tems, and waslewa~er treatment works." Rep. Aaron Fussell (Wake) and Sen. Lura Tally (Cumber- <br />land). These bills were referred to the House Senate Finance Committee. Proceeds of the $120 million <br />in Bonds would be as follows: 520 million to provide State matching funds required to receive federal <br />funds to add to the Clean Water Revolving Loan and Grant Fund; $100 million to provide loans to local <br />governments that meet eligibility requirements for the Clean Water Revolving Loan and Grant Fund, for <br />financing water and wastewaler projects. Since the needs so exceed funds to be derived from the sale of <br />bonds, emphasis in eligibility detern, ainafion would be placed on creation of efficient regional systems, <br />so?nd fiscal policies, creative p]annin~ and efficient operation and management by local government <br />urals. <br /> <br />I)-9 <br /> <br /> <br />
