CABARRUS COUNTY UTILITY DEPARTMENT <br /> <br /> SEWER CONNECTION CHARGES <br /> <br /> FOR THE <br /> <br /> HOWELL CENTER CDBG SEWER LINES <br /> <br /> WlqEREAS, the County of Cabarrus seeks to provide <br />sanitary sewer to all County citizens and businesses, and <br /> <br /> WHEREAS, the County of Cabarrus has applied for funding <br />for the installation of a sewer system to serve the Howell <br />Center off Hwy 24-27 in Midland using Community Development <br />block Grant funds, and <br /> <br /> WHEREAS, the funding source, the North Carolina <br />Commerce Finance Center requires a recapture plan of grant <br />monies from connections to the sewer lines; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of <br />Commissioners of the County of Cabarrus, that: <br /> <br /> Section I: Future users connecting to the sewer <br />extension funded through the CDBG-ED who have not participated <br />financially in the construction of the extension shall be required <br />to pay an assessment fee of $500.00 per acre to Cabarrus <br />County. This fee is in addition to normal tap fees and <br />shall be paid in full prior to connection to the sewer lines <br />and will be reviewed from time to time as appropriate. <br /> <br /> Section II: The assessment fee required in Section I <br />shall not be imposed on any business that is owned by low- <br />and moderate-income persons, any business whose employees total <br />at least 51% low-and moderate-income persons, or any <br />residence that is owned and occupied by low-and <br />moderate-income persons. <br /> <br /> Section III: In the event a person who owns acreage <br />with a home wants to connect to the line the assessment fee <br />will be $500.00 for the home only. In the event the property <br />is developed further the $500.00 per acre fee will be in <br />effect. <br /> <br /> Section IV: Cabarrus County reserves the right to <br />reduce the assessment fee charged to future users based upon <br />the user's economic impact on the County's overall economy <br />and with the concurrence of the Commerce Finance Center. <br /> <br /> <br />
