CABARRUS COUNTY UTILITY DEPARTMENT SEWER CONNECTION CHARGES FOR THE HOWELL CENTER CDBG SEWER LINES WlqEREAS, the County of Cabarrus seeks to provide sanitary sewer to all County citizens and businesses, and WHEREAS, the County of Cabarrus has applied for funding for the installation of a sewer system to serve the Howell Center off Hwy 24-27 in Midland using Community Development block Grant funds, and WHEREAS, the funding source, the North Carolina Commerce Finance Center requires a recapture plan of grant monies from connections to the sewer lines; NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the County of Cabarrus, that: Section I: Future users connecting to the sewer extension funded through the CDBG-ED who have not participated financially in the construction of the extension shall be required to pay an assessment fee of $500.00 per acre to Cabarrus County. This fee is in addition to normal tap fees and shall be paid in full prior to connection to the sewer lines and will be reviewed from time to time as appropriate. Section II: The assessment fee required in Section I shall not be imposed on any business that is owned by low- and moderate-income persons, any business whose employees total at least 51% low-and moderate-income persons, or any residence that is owned and occupied by low-and moderate-income persons. Section III: In the event a person who owns acreage with a home wants to connect to the line the assessment fee will be $500.00 for the home only. In the event the property is developed further the $500.00 per acre fee will be in effect. Section IV: Cabarrus County reserves the right to reduce the assessment fee charged to future users based upon the user's economic impact on the County's overall economy and with the concurrence of the Commerce Finance Center.
