COUNTY BOARD OF COMMISSIONERS <br /> <br />RESOLUTION <br /> <br /> WHEREAS, County is a political subdivision of North <br />Carolina which is dedicated to the principals of accountability and good <br />government; <br /> <br /> WHEREAS. in recent years there has been an alarming increase in the <br />number of state and federally mandated services and regulatory programs <br />imposed on county governments; <br /> <br /> WHEREAS, these mandates have come without respective funding to <br />administer and support these required services and programs; <br /> <br /> WHEREAS, fulfilling these programs has had a detrimental impact on the <br />financial resources of local governments; <br /> <br /> WHEREAS. these mandates effectively levy a state imposed property tax <br />within counties; <br /> <br /> WHEREAS. the unfunded portion of mandated costs often exceed <br />county's entire annual property tax levy revenue; <br /> <br /> WHEREAS, House Bill 233 and 234 have been introduced in the North <br />Carolina House of Representatives in order to bar state mandated services <br />and programs without the provision of full funding to pay for the <br />implementation; <br /> <br /> WHEREAS, H. R. 140. H. R. 1295, and H. R. 886 hove been introduced <br />into the United States Congress which would give local governments relief <br />from unfunded and omnivorous federal mandates= <br /> <br /> WHEREAS. Gaston County. N. C. is currently attempting to procure <br />fiscal relief from unfunded state mandates. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the <br />Commissioners as follows: <br /> <br />County Board of <br /> <br /> 1. That the Board of Commissioners of County seeks <br />fiscal relief from both the state and federal governments for mandated <br />programs which are not currently fully funded by either entity; <br /> <br /> 2. That the Board of Commissioners of County supports <br />Gaston County in its attempts to obtain fiscal relief from the omnivorous <br />burdens of inadequately funded mandate programs; and further encourages each <br /> <br /> <br />
