Munn <br /> <br />April 7, 1993 <br /> <br />TO: Board of County Commissioners <br /> County Manager <br /> <br />RE: Unfunded Mandated Programs <br /> <br /> At a meeting of the Carolinas Counties Coalition held on April 7, 1993, there was a strong consensus <br />that the enclosed resolution be forwarded to every county chair in North Carolina and South Carolina with a <br />request that it be presented to their respective boards for consideration and passage at the eadiest <br />opportunity. Therefore, I have enclosed a copy of the resolution and supporting documentation for your <br />review and presentation. I would request, if possible, that action be taken by your board not later than April <br />30, 1993 so that we can have a report for our annual Coalition meeting to be held on that date. I understand <br />that you may not be able to act that quickly and if you cannot, I would like to ask that you write or phone me <br />and indicate the sense of your board on this resolution and the issues it addresses. <br /> Both Gaston and Yadkin counties have taken substantive action to withhold payments to the state for <br />the increased portion of unfunded mandated programs and it is my expectation that other counties will take <br />similar action soon. I anticipate presenting this option to my board on our meeting of April 19, 1993 and we <br />will probably join Gaston and Yadkin counties in the withholding of funds. <br /> Short of asking your board to take similar action, ! would request that you join us in this effort by <br />passing the resolution as well as working with us to correct the practices at the state and federal level of <br />exercising authority without responsibility and to put an end to the unreasonable, irresponsible, unjust, and <br />blatant use of power by state and federal legislators. <br /> The enclosed Budget Separation Act is submitted for your review and possible implementation in your <br />county. If you would like to have someone appear before your board and answer questions about the <br />proposed act as well as address the entire issue of unfunded mandates, Commissioner Gene Miller of Gaston <br />County and I will be glad to be present, atthe pleasure of your board, to discuss the issues and answer <br />questions. <br /> I know that in the past, this issue has been addressed by single boards. We now have the opportunity <br />to join together and make a difference. Since we already have resolutions from 10 counties and others <br />pending, I am confident that the timing is right and the opportunity is now for us to say "NO MORF-". I <br />hope we can count on your support and I look forward to having your county join in the effort. The enclosed <br />package of literature should help in your understanding of what we are trying to accomplish. Please <br />emphsize to your board, we are not opposing programs, we are opposing the non-funding of mandated <br />programs and the simple issue is one of taxation without representation and well as the principle of <br />increases in income taxes or increases in ad valorem taxes. <br /> Thank you for your attention to the enclosed and i look forward to a positive response from your <br />county. <br /> <br />Leroy J.
