1993 COMMUNITY DEVELOPMENT BLOCK GRANT <br />APPLICATION OPTIONS & RECOMMENDATION <br /> <br />TROUTMAN ROAD <br /> <br />There is a small community of some 30 homes off Troutman <br />Road including Graybark Road. These homes are in need of <br />repair, their well water has a bad taste and Graybark Road <br />is unpaved and rutted. The incomes in this area are low. <br /> <br />County water is ~ mile away to the south. Many of the homes <br />need substantial work. <br /> <br />MIDLAND <br /> <br />This area is the "downtown" portion of the Midland area. In <br />the target area are some 40 homes most of which need some <br />work. There is no sewer in this area. The area is populated <br />by low-and moderate-persons. <br /> <br />The project is installing sewer from Muddy Creek up to the <br />area and connecting 40 homes. With some help form the <br />businesses we can run the sewer to connect them. 38 out of <br />the 40 homes are in some need of housing rehabilitation. <br /> <br />ANALYSIS <br />The Troutman Road area is a more low income area. It would <br />probably rate higher as a project. The County would have to <br />put some $150,000 into the project. <br /> <br />The Midland area is a good project. It will allow the County <br />money that is being used to install the sewer line up Muddy <br />Creek to be a part of the local commitment. The County would <br />have to put $200,000 into the project but could get credit <br />for more than that due to the Muddy Creek installation. <br /> <br />RECOMMENDATION <br />The Midland project is recommended since it will gain <br />customers for the treatment plant (at least 40 residential <br />and a good possibility of industrial). It will leverage the <br />County contribution to a greater degree than would the <br />Troutman Road project. Standing alone it still is a good <br />project. <br />The local option (15% of the total grant) will be used for <br />sewer in the Charlie Walker Road (Fishertown area). <br /> <br /> <br />
