TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />DATE: <br /> <br />MEMORANDUM <br /> <br />JERRY NEWTON <br /> <br />BOB STARK <br /> <br />1993 HOME APPLICATION <br /> <br />MARCH 29, 1993 <br /> <br />The deadline for the 1993 HOME Project applications is May 3, 1993. <br />This year there is a 25% match. We need action by the Commissioners <br />at their April 5, 1993 meeting. <br /> <br />A good project size is $200,000. County match would be 550,000. <br />At an average of $8,000 per home including administration ($500 per <br />home) we can do 25 homes. Harrisburg and Mt. Pleasant are being <br />approached for inclusion into the program at %he 25% match (up to <br />3 homes per jurisdiction). If the County and both Towns buy into <br />the project our total could be as much as $260,000 and 31 or 32 <br />homes rehabilitated. <br /> <br />The homes we are dealing with are those that fall between the cracks <br />of State and Federal programs. The only way these elderly and/or <br />handicapped home owners will be assisted is through this HOME <br />Program. We have found that there is a huge number of eligible <br />people in Cabarrus County. Our 1992 project has been inundated with <br />eligible people - our biggest headache is which of these very needy <br />and deserving elderly folks are we going to turn down. <br /> <br />The typical home is in very poor shape with a very elderly (often in <br />their 80's) occupants. These folks have an average monthly income <br />of approximately $400 to $500 %o live on. This leaves no money to <br />allocate to home repairs. Their home just deteriorates until, finally, <br />they must be relocated to a rest home and the home demolished and <br />removed. <br /> <br /> <br />
