AMEND THE LAWS OF NORTH CAROLINA TO LIMIT <br />3 CERTAIN UNFUNDED REGULATORY MANDATES TO COUNT[ES AND <br />J. CITIES BY THE STATE OF NORTH CAROLINA AND TO AMEND THE <br />S GENERAL STATUTES TO MAKE MANDATORY THE PREPARATION OF <br />6 FISCAL NOTES FOR PROPOSED REGULATIONS THAT COULD REQUIRE <br />7 COUNTIES AND CITIES TO SPEND FUNDS. <br />8 The General Assembly of North Carolina enacts: <br />9 Section I. G.S. I$0B-I9 reads as rewritten: <br />l0 "§ I~0B-19.
