REZONING PETITION 93-02 <br /> April 15, 1993 <br /> Phil W. Cline, Petitioner <br /> <br />Highway 49 will be widened to four lanes from UNC-Charlotte to Morehead Road in <br />Harrisburg. It is highly likely this widening will continue in 1997 from Harrisburg to the <br />Cabarrus/Stanly County line according to the 1993-99 North Carolina Transportation <br />Improvement Program. Accordingly, the community or region can handle the possible increase <br />in traffic as a result of a rezoning to industrial. However, the site itself should incorporate some <br />traffic improvement, discussed in depth below. While the current Cline operation may not <br />change substantially due to the rezoning, the potential for increased activity exists. Many of the <br />13 uses requested have the potential to be traffic generators. <br /> <br /> Transportation. A traffic analysis of the property has been completed by staff person <br />Sarah LaBelle and follows: <br /> <br /> Current operation. Phil Cline Trucking, a dispatch service consisting of 90 trucks and <br />trailers, has no current plan to increase fleet size. Therefore, this rezoning application is not <br />expected to have any immediate additional traffic impact. Phil Cline Trucking is characterized <br />as a dispatch service where trucks are sent to pick-up and carry goods from/to outside points. <br />It is not a "break bulk" point (cargo is not transferred between trucks) nor are there future plans <br />to become such. The vehicles which access the site are tractor-trailer rigs, requiring large areas <br />to maneuver tutus and longer stopping/acceleration distances. Because of the bulk of the tractor- <br />trailer rig, they are often visually difficult to clear. <br /> A summary of the truck activity for the month of February, 1993, based on site fueling <br />reports, is as follows: <br /> <br />· Average trucks served per day - 12.64 with slightly more served on <br />Monday through Thursday tapering off with Sunday having the least <br />served. <br /> <br />· Average trucks served per week - 88.00 with slightly more served <br />during the third week. <br /> <br />· Trucks are served on a 24 hour basis with 79% of all served between <br />the hours of 8:00 a.m. and 8:00 p.m. Sixty percent of the total were <br />served between the hours noon and 6:00 pm. <br /> <br /> The largest amount of trucks was served on Mondays and Thursdays (aver 15.5/day) with <br />the least amount on Sundays (aver 10.0/day). This suggests that most of the trucks are on the <br />road for an average of four days, beginning at the start of the week. Most of the trucks were <br />served during the hours when commuters are also sharing the road. The majority of these trucks <br />were served during the second half of the day, including the peak afternoon commute hours, <br />4:00 to 6:00 pm. <br /> <br /> <br />
