Page 2.1 <br /> <br /> During the past twelve months we have shown positive increases in <br />almost all areas. We increased the number served from 21 to 26 because we <br />have been constantly full. Those served as adjudicated delinquent or status <br />offender increased from 88% to 95%. We served twice as many females as <br />males and equally served black and white. <br /> <br /> Our rate for successfully completing the program increased to 84% with <br />no training school commitments. For residents while at Lutheran new court <br />referrals decreased from 42% to 31%, runaways decreased from 52% to 21%, and <br />secure orders decreased from 15% to 5%. Children terminated from the home <br />increased from 20% to 57% who went home or to relatives, however, we <br />increased those going on to group care placements from 20% to 36%. Our <br />program severity level is currently 4.6. <br /> <br /> A major concern to work on is the increase of suspensions and <br />expulsions from school at the time of placement and during placement. This <br />has increased 43% over the previous year. Many juveniles were on suspension <br />already when placed. <br /> <br /> The kind of child being placed has a multitude of problems including <br />assault, sex offense, suicide attempt, stealing, and moderate mental <br />retardation. This may have contributed to the increase of school problems. <br />Some of the juveniles had such severe behavior problems that they became <br />certified "Willie M" or received brief psychiatric hospitalizations and were <br />placed on medication while in the program. <br /> <br /> <br />
