STATE OF NORTH CAROLINA <br />COUNTY OF WAKE <br /> <br />ENERGY DIVISION <br />NORTH CAROLINA DEPARTMENT <br />OF COMMERCE <br /> <br />J[/?¢ oo L0. 3 <br /> <br />WEATHERIZATION ASSISTANCE PROGRAM <br />FOR LOW-INCOME PERSONS (ANNUAL CONTRACT) <br /> <br />CONTRACT NUMBER- 93-1441-50 - <br /> <br />PART I <br /> <br />This AGREEMENT made this day of , 19 , by and between the Energy <br />Division, North Carolina Department pf Commerce (hereinafter referred to as the "Grantee") and <br />Cabarrus County Department of Aging , (hereinafter referred to as "Contractor"). <br /> <br /> WHEREAS, Part A, Title IV of the National Energy Conservation Policy Act, (NECPA) Public <br />Law 95-619 provides for a Weatherization Assistance Program to assist in achieving a prescribed <br />level of energy conservation materials in the homes of Iow-income persons; and <br /> <br /> WHEREAS, The Energy Division, NoAh Carolina Department of Commerce, has been <br />designated as the agency of the State of North Carolina responsible for administering all federal <br />funds related to the Weathedzation Assistance Program; and <br /> <br /> WHEREAS, the Energy Division, North Carolina Department of Commerce desires the <br />assistance of local community organizations within the State of North Carolina in implementing <br />the Weathedzation Assistance Program for low-income persons in North Carolina; and <br /> <br />WHEREAS, the parties hereto desire to reduce the terms of this agreement to writing; <br /> <br /> NOW THEREFORE, in consideration for the promises exchanged between both parties, the <br />Grantee and the Contractor do mutually agree as follows: <br /> <br /> Section 1: Purpose of Agreement. The purpose of this agreement is to provide for the · <br />undedaking of a Weathedzation Assistance Program (hereinafter referred to as the Program) for <br />Iow-income persons particularly the eldedy and handicapped persons in North Carolina by the <br />Contractor and to state the terms, conditions, and mutual undedakings of the parties as to the <br />manner in which the Program will be undertaken and completed; and to provide for the <br />undedaking of a Training and Technical Program in an effort to improve the efficiency and quality <br />of services provided to low-income elderly and handicapped Weatherization recipients. <br /> <br /> Section 2: Scope of Proqram. The Contractor shall develop and complete the Program as <br />described in Part Ill, which is incorporated into this contract as if written word for word herein, flied <br />with and approved by the Grantee in accordance with the terms and conditions of this contract. <br /> <br /> Section 3: Period of Performance. The Contractor shall commence performance of <br />this contract on the day of ,19 , and shall complete the Program with all <br />practicable dispatch in a sound, economical, and efficient manner to the satisfaction of the <br />Grantee no later than the 30 day of June ,1994. <br /> <br />-1- <br /> <br /> <br />
