C'O-N-C.O-R'D <br />DOWNTOWN <br /> <br />REDEVELOPMENT CORPORATION <br /> <br />June 23, 1993 <br /> <br />65 Union Street South <br />Post Office Box 62 <br />Concord <br /> <br /> Nodh Carolina <br /> 28026.0062 <br /> 704-784-4208 <br /> <br />Mrs. Carolyn Carpenter, Chairperson <br />Cabarrus County Board of Commissioners <br />Post Office Box 707 <br />Concord, NC 28026 <br /> <br />Dear Carolyn: <br /> <br />I am writing you concern!ng the county-owned prope~ies at 80-88 Union <br />Street South, directly across from the historic Cabarrus County Courthouse. <br /> <br />Our office records have revealed that as early as November 1991, there was <br />documented conversation between Mr. Billy Hamby, former Cabarrus County <br />commissioner, and the North Carolina State Historic Preservation Office in <br />Raleigh. You are well aware of the historic significance of these properties in <br />the development of Concord and Cabarrus County. You are also aware of the <br />county's purchase of these properties for demolition in hopes to add to their <br />growing acquisitions for downtown parking. <br /> <br />Both you and Mrs Casper have seen the drawings our office had prepared <br />regarding a historic renovation project on this property. We are very <br />interested in seeing this developed and returned to an income-producing <br />property for Concord and Cabarrus County. CDRC is an economic <br />development corporation who's sole purpose is to create vitality and <br />prosperity in the downtown area. Many times, public-private partnerships are <br />necessary for projects of this magnitude to get done. <br /> <br />We are in the final stages of completing our non-profit revolving loan fund <br />(the Historic Concord Charitable Trust) which will enable us to establish an <br />endowment for historic or endangered property acquisition, the <br />development of the property, including stabilization, marketing the property <br />to perspective investors and developers, and selling the property as a public <br />asset. Any net profits derived from the sale will be returned to the Trust for <br />.~jtur~ project_~. <br /> <br />The County has an opportunity to decide the future of this property and take <br />action with CDRC if economic investment and development is to occur. I urge <br />you to take a consensus poll of the Commissioners and decide what you <br />intend to do with the property. Leaving it as is, is not, in my opinion, an <br />option.
