North Carolina
Department of Commerce

.3

James B. Hunt, Jr., Governor
S. Davis Phillips, Secretary

Ms. Carolyn Carpenter, Chairperson
Cabarrus County Board of Commissioners
P.O. Box 707
Concord, NC 28026

Dear Chairperson Carpenter:

July I, 1993

Robert E. Chandler, Director

I understand that the Concord Downtown Redevelopment Corporation will be making a proposal to the Board of
Commissioners regarding the county-owned properties at 80-86 Union Street South. Brian Weyeneth, their
executive director, has discussed this project with me on a number of occasions and has some very interesting ideas
for the potential redevelopment of those properties. I am writing to encourage the Board of Commissioners to
entertain the corporation's offer and to seek ways to become partners in redeveloping those properties.

The importance of these properties are obvious because of their key position adjacent to the county's offices, as well
as their prime location on Union Street. I know that the county has given considerable thought to the redevelopment
potential of these properties, and I understand from previous meetings with county officials that there is a desire
to see them put to a productive use. I believe that under the direction of the Development Corporation, some
appropriate new uses could be found that would not only add vitality to that part of Union Street, but would also
add to the economic impact that the property could have for the city and the county.

Mr. Weyeneth has informed me that there is a meeting later this month to discuss these properties. Were it not for
previous commitments, I would be pleased to be a part of that meeting because I would like to see a positive
resolution of this difficult situation. Nonetheless I would like to offer my services to you. We work in communities
tlu'oughout the state and have been involved in other similar redevelopment activities. If we can provide you with
any technical assistande or support in putting a deal together that would be mutually beneficial for the county, the
city, and the Redevelopment Corporation, please don't hesitate to let me know.

I hope that in all other ways, the business of the county is moving forward and is to your satisfaction. Best wishes
with your work, and please let us know if we can help.

RI,S/pt

Sincerely,

Main Street Program Director

cc: Brian Weyeneth

Division of Community Assistance
Suite 250, 1307 Glenwood Avenue, P.O.
