Notwithstanding the limitations imposed in parts 1 and 2 of this subsection, <br />he may transfer amounts within and between funds for the sole purpose of <br />funding salary adjustments in accordance with the policies adopted by the <br />Board of Commissioners with the following limitations: <br /> <br />a. 4% Cost of Living adjustment and 1% merit adjustment, including <br /> benefits up to $955,938, as appropriated in the FY 93 budget. <br /> <br />b. Training and development salary adjustments utilizing lapsed salary <br /> funds, up to $310,000. <br /> <br />He may enter into and execute change orders or amendments to construction <br />contracts in amounts less than $15,000 when the appropriate capital project <br />ordinance contains sufficient appropriated but unencumbered funds. <br /> <br />He may award and execute contracts which are not required to be bid or <br />which G.S. 143-131 allows to be let on informal bids so long as the annual <br />budget or appropriate capital project ordinance contains sufficient <br />appropriated but unencumbered funds for such purposes. <br /> <br />He may execute contracts with outside agencies to properly document <br />budgeted appropriations to such agencies where G.S. 153A-248(b), 259, 449 <br />and any similar statutes require such contracts. <br /> <br /> C. The Board of Commissioners' salaries are increased by 4%, as appropriated <br />in the General Fund's Board of Commissioners Program. <br /> <br />Adopted this the 15th day of June, 1992. <br /> <br />Carolyn B*.
