August 2 7, 1993 <br />Page Four <br /> <br />Note: <br /> <br />Option 4: <br /> <br />Some Commissioners have said we need to "re-think" the way government does <br />business, to reinvent government, according to the popular book. It's said we <br />should re-examine the tried and true and find innovative ways to do more with <br />less. Local government practitioners have actually been doing this for many years. <br />Often it's the case that when they propose a change that will enable them to do <br />more with less, they get a lesson in political reality as happened with our proposal <br />to place a quick response vehicle in Mt. Pleasant. <br /> <br />When the above proposal was brought to me by staffthree things immediately <br />came to mind: 1. Services would be enhanced; 2. Money would be saved; and 3. <br />It will never happen. If given a choice, I did not want to get another lesson. <br /> <br />Nevertheless, the issue has come before you. It is the only option that actually <br />saves money. The underlying premise of our budget process earlier this year was <br />hold-the-line on spending. What that equated to was choosing which services to <br />reduce. In contrast, here is a way to improve services and reduce spending. <br /> <br />Buy and locate mobile unit at Frank Liske Park for Recreation and move DSS into <br />present Recreation Department. <br /> <br />Advantages: <br /> <br />1. Recreation Department would be located at much visited park. <br /> <br />Disadvantages: <br /> <br />1. Park location for Recreation not as centrally located as current site. <br />2. Cost of Mobile Unit (larger than one for DSS) <br />3. Loss of space for Recreation craft programs held at current site and possible <br /> violation of grant conditions. <br /> <br />Cost: <br /> <br />New Mobile Unit <br />DSS Mobile Unit (State Revenues) <br /> <br />$50,000 <br />($20,000) <br />$30,000 <br /> <br />JVW/bc <br /> <br /> <br />
