PREFACE <br /> <br />The Cabarrus County Land Development Guid~, amended and adopted in <br />1988, is a general land use guide for the County. The proposals, <br />goals and objectives that the document stressed are used to help <br />guide and control the development of Cabarrus County, but the <br />document does not offer specific land use recommendations for each <br />area of the County. <br /> <br />For this reason, the Planning, Zoning and Building Inspection <br />Department is studying smaller areas of the County to develop <br />specific recommendations to complement the Land Development Guide. <br />This plan will be the sixth, and last, in that series of area <br />plans. The boundaries of the small areas have been determined by <br />individual factors affectin~ each area. Where these factors are <br />similar a small area study has been conducted. <br /> <br />The process of the small area study generally follows a set <br />outline. The study begins by the staff putting together all the <br />available pertinent information. The next step involves meeting <br />with residents of the area to discuss the process and to find out <br />what they consider the most important issues and goals for that <br />part of the County. The information is then distilled and <br />presented back to the public at a second meeting where they are <br />asked to participate by proposing actions and recommendations that <br />address these concerns. From that point a draft plan, based on <br />citizen and staff input, is forwarded to the Planning and Zoning <br />Commission and Board of Commissioners for review, comment, and <br />adoption. <br /> <br />Plans based on a combination of solid planning practice and citizen <br />involvement are mush more likely to actually make a difference than <br />plans written one without the other. To all those residents who <br />contributed to the plan, the County staff and boards extend their <br />most sincere thanks. <br /> <br /> <br />
