INTRODUCTION <br /> <br />The North Central plan area borders both the City of Concord and <br />City of Kannapolis. Despite the growth in these two cities, <br />however, this part of the County has not experienced the amount of <br />growth that the western and south Harrisburg areas have. This is <br />certainly due in large part to the greater distance from <br />Mecklenburg County and the general non-availability of water and <br />sewer service. <br /> <br />This area plan will be a consideration of the existing conditions, <br />major issues and resident goals for the North Central part of the <br />County. All of these things will be analyzed to determine the most <br />proper future use for the area. In addition, specific <br />recommendations will be formulated to guide the area towards that <br />optimum land use. <br /> <br />The North Central area is the last one to be studied under this <br />series and covers a large area. The western border of the plan <br />area bounds the city limit and/or extraterritorial jurisdiction <br />lines of the city of Concord. It is also bounded by the limits of <br />Kannapolis, although these limits will change while this plan is <br />being drafted as area "B" is annexed. The northern boundary of the <br />study area is the Rowan County line. On the east, it is bound by <br />the division between Townships 6 and 7 and the one between <br />Townships 6 and 8. The final east and southern dividing lines are <br />Irish Potato and Cold springs Roads, and N.C. Highway 49. This <br />area includes all of Townships 5 and 6 and portions of 4 and 11. <br />All told then, there are 31,909.45 acres in the study area, which <br />is 13% of the County. <br /> <br />The location of this area adjacent to the urbanized development of <br />Concord and Kannapolis has had little effect on its rural <br />development. This is due in large part to three factors: The <br />physical barriers of Cold Water Creek, the functional barrier <br />caused by lack of sanitary sewer service, and the availability of <br />developable land on the west sides of Concord and Kannapolis. <br /> <br />In addition, the area road network is rural in nature with most <br />roads along ridge lines and narrow in width. These things make the <br />road network less efficient and reduce access from the two <br />municipalities. <br /> <br /> <br />
