There are also differences within the plan area that are important
to consider. The area below N.C. Highway 73 is the most developed,
particularly along Crestmont, Cold Springs and Old Airport Roads.
The portion of the study area west of Old Concord-Salisbury Road
also has a number of. residences with many rural businesses mixed
in. The remainder of the plan area is a sparse mix of homes,
businesses and agricultural uses.

This plan is divided into four major sections. The first is a
review of the existing conditions in the area and the second a
discussion of the major issues and goals. Only by knowing what
exists and what the affecting factors are can the next section,
recommendations, be formulated. The final parts of the plan are a
combination of map and table. A map of the proposed future land
use will be included with the recommendations, and a table that
follows will specify actions, actors and time frames for each
recommendation.
