ISSUES AND GOALS <br /> <br />The issues that are most important in affecting the future of the <br />North Central Area, and resident goals for that future, are the <br />most important factors in determining recommendations. The <br />recommendations and actions that follow in the next two sections <br />came directly from the lists of issues and goals. <br /> <br />Two sources were used to determine what the most important factors <br />in the future of this area are. The first source was staff study <br />of the area, including a review of past planning and zoning actions <br />and determinations of existing conditions. The second source was <br />the resident themselves. Residents were questioned at two public <br />meetings to find out what they considered to be the most important <br />issues. The residents were also asked for their goals for the area <br />and to propose actions that would help achieve those goals. <br /> <br />The residents had a great deal of consensus in what they considered <br />the most important issues, and they also had similar goals. The <br />greatest consensus of opinion was, without a doubt, that residents <br />want to preserve the rural character and sparse development of the <br />area. They also believed that the greatest threat to their way of <br />life is not the encroachment of urban development from Kannapolis <br />and Concord, but instead is the continued location of the County <br />landfill off Irish Potato Road. <br /> <br />The only disagreements that arose were over public improvements and <br />the effect that they might have on growth and development. These <br />issues will be discussed more specifically in the following text, <br />but in general, some residents felt that there is need for public <br />water and sewer along with road improvements and some residents who <br />felt this would only lead to more growth and greater problems. <br /> <br />The discussion that follows is divided into four categories. These <br />are the same categories that the recommendations section will be <br />divided into also. Many of the issues and concerns are related, <br /> <br /> <br />
