As mentioned in the discussion of agricultural and low density <br />residential uses, home based businesses and those relating to <br />agriculture are a major part of this area. These are uses that <br />cannot be illustrated on the map, but are ones that should continue <br />to be located throughout the area if they meet regulations and do <br />not negatively affect neighboring properties. <br /> <br />One of the commercial areas shown is at the intersection of Cold <br />Springs Road, Irish Potato Road and N.C. 73 East. This area has <br />been previously studied as part of the Cold Springs/Hiqhwa¥ 73 <br />Small Area Plan. Specific recommendations for the commercial area, <br />and area in general, are contained in that document and it should <br />be referenced for any proposed development in that area. <br /> <br />There are no industrial or future employment areas shown in this <br />plan area. While there are some businesses currently operating <br />that might be considered industrial, there are no traditional <br />industries and none are projected. <br /> <br />Public facilities are a major component of this plan area. These <br />facilities include the landfill, Sheriff's training facility, and <br />possible additions to the County Park system. They have been the <br />most controversial uses in the area also, and future plans for them <br />may require adjustment and further study. <br /> <br />The County landfill currently has an estimated life span of ten <br />additional years. The probability, however, is that the area of <br />the current landfill will be studied for possible expansion to meet <br />future needs. That study will be entirely the responsibility of <br />the County Health Department, their~Health Board and the Board of <br />Commissioners. Should it be decided, however, that the landfill <br />will be expanded at its present location, it will be necessary to <br />look at the land use effects in the area and to examine methods to <br />mitigate possible negative effects on the surrounding rural <br />countryside. <br /> <br />The Sheriff's Training Facility is being completed at the same time <br />that this plan is being considered. Its use for law enforcement <br />training, particularly firearms training, has caused considerable <br />concern. The Sheriff has indicated that landscaping will be <br />installed along the front of the facility to improve the visual <br />impression, and that his department will work with area residents <br />to make the facility compatible. <br /> <br />The Parks and Recreation Master Plan includes three major <br />improvements in or near this area. The first is the development of <br />a greenway, or linear park, along Cold Water Creek from N.C.49 to <br />the Lake Concord/Lake Fisher area. This greenway is envisioned as <br />ultimately connecting Frank Liske Park with Baker's Creek Park. <br />Efforts should be made as development occurs along Cold Water Creek <br />to preserve a corridor for the greenway. The master plan indicates <br />a goal of having five miles of this greenway completed by 1995. <br /> <br />19 <br /> <br /> <br />
