The other two improvements shown are a district park and a <br />community park. A district park is proposed to be 200 acres or <br />greater and include a lake or creek. The district park near this <br />area is slated for Lake Concord and it is recommended in the Master <br />Plan that it be a top priority. Recommended scheduling indicates <br />the park would open between 1996 and the year 2000. The second <br />proposed park is a Kannapolis District Park along Cold Water Creek. <br />Size of a district park is not indicated, but the intended role is <br />service to the residents of the municipalities. The County's <br />emphasis will be on the larger district parks and greenways, and it <br />is intended that community parks be developed by the <br />municipalities. <br /> <br />UTILITY RECOMMENDATIONS <br /> <br />Utility recommendations for this area mostly relate to general <br />policies and procedures. There are limited parts of this area that <br />are recommended for utility system expansion due to need, demand, <br />and physical factors. Current development does not, for the most <br />part, warrant or require extension of water and sewer services, and <br />residents are not requesting extensions. Since sewer lines follow <br />basins, much of this area would be difficult to impossible to <br />provide public sewer service. <br /> <br />The area where the combined planning staffs of Kannapolis, Concord <br />and Cabarrus County have recommended sewer line extensions is at <br />the upper end of the existing Cold Water Creek line. These <br />extensions are made necessary by the needs to the urban type <br />development occurring on the east side of Kannapolis in South Rowan <br />and Cabarrus Counties. Expanded seQer service in this area, also <br />offers economic development opportunities along 1-85, particularly <br />at the Lane Street interchange. <br /> <br />The recommendations of the planning staff were made to the Water <br />and Sewer Authority and it is further recommended that they adopt <br />a priority plan. Indication by the Authority of sewer extension <br />priorities, in combination with policies concerning municipal and <br />private extension, will permit more effective long range planning <br />for the County as a whole. <br /> <br />It is also recommended that policies be developed for the use of <br />private treatment plants. While no private plants have been <br />proposed for the North Central Area, the lack of public service <br />could lead to their use. Following the long range plan for low <br />density residential development where public service is not <br />available should be the most effective deterrent to use of private <br />plants. <br /> <br />The final two recommendations deal with utilities in general and <br />with cable television specifically, the first is that utility <br />right-of-ways and easements be managed in such a way to cause the <br />least disruption to an area, and also that new utilities be <br /> <br />20 <br /> <br /> <br />
