The second recommendation is that the <br />citizens Advisory Committee on the cable television franchise <br />continues to study equitable distribution of the service to all <br />County residents. <br /> <br />TRANSPORTATION RECOMMENDATIONS <br /> <br />It is vitally important that the N.C. Department of Transportation <br />(NCDOT) adhere to the seven year TransportatiQn Improvement Plan. <br />Adhering to that plan allows local jurisdictions to properly <br /> <br />determine land use implications and to preserve necessary road <br />corridors. Projects on that plan that affect this area include the <br />extension of N.C. 136 from N.C. 73 to U.S. 601, the widening to <br />four lanes of N.C. 49, and pavement improvements to N.C. 73. All <br />of these projects will affect the road network in the North Central <br />Area, and through that network the land use. <br /> <br />Residents requested that specific roadways and problems be studied. <br />Problems will be communicated to NCDOT and County staff will also <br />study these. It is recommended further that Old Concord/Salisbury <br />Road be examined specifically during the update of the County's <br />Thoroughfare Plan to gauge the traffic impact of commuters and the <br />extension of N.C. 136 on that road. Traffic studies will be <br />completed by local staff for all major land use proposals in the <br />County. <br /> <br />It is recommended, and the Future Land Use Map indicates, that non- <br />residential uses should only be located on roads adequate for that <br />use. This would not include hom~ occupations and rural home <br />occupations which due to their small scale do not need to meet some <br />of the traditional requirements of businesses. <br /> <br />The final recommendation concerns the County as a whole and not <br />just the North Central Area. Alternative methods of transportation <br />ranging from bicycles to light rail should be explored. There is <br />no need for bus or rail service in the plan area, but the need for <br />nearby Kannapolis and Concord continues to increase. <br /> <br />QUALITY OF LIFE <br /> <br />It has been recommended in each of the area plans completed thus <br />far that citizens form their own action and advocate groups. Most <br />often it requires a controversial land use or problem for citizens <br />to organize community associations. These associations, however, <br />can be helpful in addressing any of the quality of life issues that <br />will be discussed and can be an effective way for area residents to <br />address their needs. <br /> <br />The second recommendation is to assure that planning and zoning <br />activities matches community needs.
