Memorandum
September 1, 1993
Page -3-

We are very close to completing the engineering specifications for
the sewer project. With water lines in the area, the sewer lines
will be undersized. The State only pays for the minimum size.

~.We would like to seek bids for various sized systems for the
sewerage system. Thus giving the Board of Commissioners factual
information regarding the cost of upsizing. The cost of upsizing
would eventually be offset (partially) by fifty percent of the
surcharge ($250) per lot or acre being returned to the County.

Secondly, we seek guidance from you and the Board of Commissioners
as to whether or not to pursue an application submittal for the
loan. Mr. Sidney Harrell, Project Engineer for Loans and Grant
Unit, Public Water Supply Section of the Division of Environmental
Health of DEHNRhas told us that we could apply under the emergency
loan program. And while the deadline for standard loans is
September 30, 1993 a letter dated August 5, 1993 states,
"(e)mergency loan applications are reviewed on a month to month
basis." A loan application has to be accompanied by a resolution
passed by the Board of Commissioners.

I have attached several related pages of information.

Attachments
