Pilkington, Health Director

September 1, 1993

Carolyn B. Carpenter, Chairman
Cabarrus County Board of Commissioners
P. O. Box 707
Concord, NC 28026°0707

Dear Mrs. Carpenter:

In official session on August 26, 1993, the Cabarms County Board of Health
reviewed the new Medicaid reimbursement rates for services being provided at the
health department (see attached). The rates are effective retroactively to July 1,
1993. Each time rates are increased it is required that they must be approved by the
Board of Health and the Board of Commissioners. The Board of Health voted
unanimously to approve a policy that would allow the health department to change
Medicaid rates and charges, whether up or down, as soon as possible. It is
requested that the Board of Commissioners consider adopting an identical policy so
that billing changes can be made as soon as possible to enhance the realization of
increased revenues.

In addition, the Board of Health approved the purchase of Human Rabies vaccine at
a cost of $31.50 per dose to be provided to local veterinarians and their employees.
The Board of Commissioners would need to appropriate the monies to provide this
vaccine.

Also, the Board of Commissioners needs to schedule a portion of the September 20
meeting for an executive session with legal counsel regarding the landfill siting
study.

Please place the above items on the commissioners' next agenda for consideration.

Sincerely,

William F. Pilkington
Health Director

Attachment
