RESOLUTION

By resolution the Department of Aging Advisory Board hereby
requests the Cabarrus County Commissioners to reaffirm their
support for the Senior Center as a focal point for senior services
and housing of the Department of Aging.

The Department of Aging Advisory Board requests that a full-time
program assistant be hired for the Senior Center. This could
easily be accomplished by combining the two part-time positions
which are currently vacant and are funded in this years budget.

The Department of Aging Advisory Board further requests that the
Cabarrus County Commissioners strike Option $ as outlined in the
Memorandum to the Cabarrus County Commissioners from John V.
Witherspoon, County Manager, dated August 27, 1993, regarding
alternatives for meeting DSS and recreation facility needs°

The Department of Aging Advisory Board respectfully submits the
following considerations:

ae

Option 3 violates conditions of grant monies received for
the Senior Center.

be

There is an excellent chance that monies will have to be
refunded to the State.

Ce

The Senior Center building was spearheaded by seniors for
the use of seniors.

d. Option 3 violates the intent and integrity of the
original purpose for building the Senior Center.

ee

option 3 violates the moral covenant forged with senior
citizens and other contributors.

fe

A sizeable portion of Senior Center land was donated by
a private individual and was expressly stated "for the
enhancement of the lives of the senior citizens of
Cabarrus County from this day forward and forevermore."

The Department of Aging Advisory Board respectfully requests that
the Advisory Board and the Department of Aging Liaison be made
aware of any future plans relating to the Senior Center and Senior
Services and that they be allowed to have an input.

Adopted the second day of September, 1993.

Ba'bb, Chairman
