MEMORANDUM

TO:

FR 03~[:

DA TE :

RE:

Cabarrus County Board of Commissioners ./~//~//?~ ×~/~~ __
John H Wi ther~oon, Coun~Manager ~~~
Au~st 27,1993 / ~ ' ~
Alte~atives for meeting DSS and Recreation Facili~ nee~

As approved, the FY 94 Budget provides funding for new employees in the DSS and for a mobile
office unit to house them. A total of $30,000 is budgeted for the mobile unit - $20,000 in county
and $10,000 in intergovernmental money.

After an article in the Tribune was published speculating on moving the Recreation Department to
Frank Liske Park in order to provide additional space for the DSS, some of you asked me if there
are other options for meeting the space requirements for the DSS and the Recreation
Department.

Accordingly, I offer the following:

Option 1:

Move Recreation to the barn at Frank Liske Park and move DSS into the space
vacated by Recreation.

Advantages:

1. No need to purchase mobile unit for DSS.
2. Recreation Department would be located at a much visited park.

Disadvantages:

1. Park location for Recreation is not as conveniently located as current site.
2. Barn would no longer be available for public use and this violates conditions of
the grant the County received to renovate the barn.
3. Loss of revenues from barn rental.
4. Barn would need extensive renovations.
5. Loss of space for Recreation crat~ programs held at current site.
