STAFF ANALYSIS - PETITION 93-09 <br /> <br />This petition is a request for a zoning change from I-1 (Light <br />Industrial) to I-2 (Heavy Industrial). The parcel for which the <br />owner and petitioner are requesting the change is located in the <br />601 Industrial Park. Questions that should be answered to analyze <br />this petition include whether this area is appropriate for <br />industrial use and if so whether the I-2 is proper for this parcel. <br /> <br />The answer to the question of the appropriateness of industrial <br />zoning is very easy to determine. The parcel lies within an <br />industrial park that itself is within a larger industrial district <br />as defined by Concord and County zoning and by the long range plan, <br />the Western Area Plan. The industrial park is served by public <br />water and sewer and has direct access to U.S. 601 Bypass. The <br />Bypass in turn provides ready connection to N.C. 49, U.S. 601, and <br />U.S. 29. This is clearly the correct area for industrial use. <br /> <br />The answer to the second question of the appropriateness also seems <br />to be clear. The 601 Industrial Park zoning is a mix of I-l, I-2, <br />and one C-4 parcel. The users, as suggested by the zoning, are <br />also a mix of what would be considered light and heavy industrial. <br />In addition, the parcel requested for rezoning is eight acres in <br />size (which far exceeds the 10,000 square foot minimum lot size of <br />I-2) and could amply accommodate an industrial facility. <br /> <br />It is the staff's opinion that industrial parks such as 601 <br />Industrial Park should be able to accommodate both light and heavy <br />industrial users, which is in fact what has already taken place. <br />We recommend that the rezoning request be approved. <br /> <br />Jonathan B.
