We had the public outcry for no tax <br />increase; but on the other side of the coin, we had the public wanting more and better <br />services. In addition, the State and Federal government continues to give us more mandates <br />to endorse without any additional funds. <br /> <br /> During this past year we have looked very closely at the work force and how <br />government is run. The Board has worked very hard to make government more efficient <br />and looked at businesses to see how they have done the same thing. We are continuing this <br />search. <br /> <br /> At budget time we did many things, one being a hiring freeze on filling vacant <br />positions. I am not sure this was done as a formal action or if a time frame was set. I am <br />now proposing the hiring freeze to this Board for formal action. I would like to see all open <br />positions currently vacant to be frozen. This includes part-time, full-time, and temporary <br />positions. In addition, I propose that all positions being filled in the future, even if budgeted <br />for this year, to come before this Board for final approval. This hiring freeze would remain <br />in effect until the Board authorizes its termination. <br /> <br /> We must get our payroll under control or it is going to control us.
