Workforce Re~uctlon Plan - Effective Se~te~er 1, 1992 <br /> <br />As a part of the 1992-1993 budget, a plan for an ongoing review of <br />staffing levels was adopted. This plan is a serious effort to <br />reduce the size of our workforce. Its goals is to identify those <br />positions that can be eliminated with minimal negative impact on <br />the delivery of services. The review process will be activated <br />each time a position becomes vacant: <br /> <br />Ail positions that become vacant will have their authorized <br />funding immediately frozen. <br /> <br />Department heads will then internally review the need for <br />the vacant positions based upon the maintenance of <br />acceptable service levels, financial constraints, and other <br />pertinent factors. <br /> <br />If there is no longer a need for the position, the County <br />Manager should be apprised of that fact in writing. <br /> <br />For those positions still deemed necessary, a release from <br />the funding suspension may be initiated by submitting a <br />Request to Fill Vacancy form to the Personnel office. A <br />release of position funding will not be automatic and will <br />be granted only after a thorough review of the <br />justification(s) supplied by the department head. <br /> <br />ae <br /> <br />Requests involving positions that provide <br />response to immediate threats to citizens' lives, <br />health or property will be reviewed upon receipt <br />for immediate release of funding. Examples of such <br />positions include Home Health Nurses, Deputy Sheriffs <br />and Emergency Medical Technicians. <br /> <br />Other positions will have their funding "frozen" <br />for six weeks. During this time requests to <br />unfreeze position funding will be reviewed. <br /> <br />Based on his assessment of these requests and the recommendations <br />of the Budget and Personnel officers, the County Manager will <br />"unfreeze" the funding for that position or recommend to the Board <br />of Commissioners that it can be eliminated. For those positions <br />unfrozen, recruitment process can then begin, but no one can be <br />employed in the position until the end of the six week period. <br /> <br />Should the Board of Commissioners not approve a recommendation for <br />position elimination, and if no other direction is provided, the <br />position will have funding restored. <br /> <br /> <br />
