MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br /> John Witherspoon, County Manager <br />~on Moorhead, Personnel Officer <br /> <br /> September 14, 1993 <br /> <br /> Proposed Commission Review of Job Vacancies <br /> <br />Reference the proposal to alter the current hiring freeze to include the review of all vacant <br />positions by the Board of Commissioners: <br /> <br />In the past twelve months (September 1992 - August 1993) there was an average of <br />10 part-time and 3 fulltime positions that became vacant each month. This means <br />that during most commission meetings 6 or 7 position vacancies would need to be <br />reviewed. <br /> <br />2. Currently 3 positions are not filled due to ongoing or completed utilization reviews <br /> by the respective department heads. <br /> <br />3. I recommend that the following positions be excluded ifa more restrictive hiring <br /> freeze is adopted: <br /> <br />All Part-Time Positions - <br />(294 positions) <br /> <br />Over 90% of these vacancies are either <br />Choreprovider (Social Services) or <br />Concession Worker (Parks and Recreation) <br />positions. Cost of these positions is covered <br />by revenues generated by their respective <br />programs. Choreproviders do assist older <br />and/or infirm county residents so that they <br />may remain in home settings. <br /> <br />Count':/ Manager <br /> <br /> <br />
