trying to do. He said he believe better language to that would be,
instead of a period by the sentence, you would just, "add upon
issuance of the zoning permit". Because it is when someone is
securing a new zoning permit that this applies. This would still
relate back to the original mobile home park ordinance. To insert
the permit after parks, seems to confuse that sentence.

Dr. Hartgen MOTIONED to amended his amendment, to add the phase
"upon issuance of the zoning permit." to that sentence that began
with the asterisk, seconded by Mr. Jordan. The vote to amend the
amendment was unanimous.

The Chair asked if anyone would like to make a Motion to accept the
mobile home park ordinance as amended? Mr. Smith MOTIONED,
seconded by Mr. Amos. The vote was unanimous.

The Chair stated the board is serving as an advisory board at this
point, and it does go to the County Commissioners for their
consideration and they will be reviewing this document and taking
action at their November 15th meeting.

New Business

The Chair introduced the first item of new business on the Agenda,
Preliminary Subdivision Plat Approval:

Applicant: Phillip Ritchie
Request: Preliminary Subdivision Plat Approval

This was a request to the Cabarrus County Planning and zoning
Commission from Mr. Phillip Ritchie to have his subdivision plat
Mountain Vine approved preliminary.

Mr. Marshall, Staff Member, addressed the Board presenting the
subdivision review stating that the staff recommends approval of
the preliminary.

Mr. Amos asked Mr. Marshall what is the length of Mountain Vine
Avenue?

Mr. Marshall said there was some question in the first design about
the length of the road, but it was redesigned to meet our
standards. He said he has not remeasured it since we have gotten
the final plan in. The first intersection is roughly 1,800 feet
and it meets our standards. Mr. Marshall said because of the
topography and the odd shape of the property, this is one we would
probably be looking at allowing a longer distance between
intersections.

Mr. Smith asked Mr. Marshall is there any question as far as the
safety factor and the fact that it is such a long distance with
only one entrance out of the subdivision.

Mr. Marshall said the safety issue is one that we addressed with
